The public offices were not closed but the <span class=\"underscore\">flags<\/span> were hung from numerous dwellings and offices. Julia and myself had intended to go down to Fort Foot today but the River is still too full of ice to make it pleasant and we decided not to go at present. The great <span class=\"underscore\">Fair<\/span> opened this evening for the benefit of the soldiers.
