Austin, March <\/em>8, 1860.          <\/div>\n
          Sir: Judging from the tenor of despatches from your department to me, of the 28th ultimo, that the government has not at its command sufficient troops to afford the immediate protection to Texas desired, I herewith tender the services of five thousand (5,000) Texas volunteers. Texas is ready for the emergency and will act at a moment’s warning. Texas needs, to repel invasions both from the Indians and Mexico, an immediate supply of arms.
\n          In view of the atrocities committed on our people, I hope the department will send, without delay, by steam or railroad conveyance, to care of Messrs. Perkins & Co., New Orleans, Forbs & McKee, Port Lavacca, and S. M. Sweenson, Austin, Texas, two thousand (2,000) percussion rifles and appendages, one thousand (1,000) Sharp’s breech-loading rifles and appendages, three thousand Colt’s revolvers, with appendages, one thousand (1,000) cavalry accoutrements.
\n          Texas has always been deficient in arms and has drawn but few. Danger is upon her now and she needs them at once.
\n          Be pleased to reply by telegraph without delay.<\/div>\n

During the 12 years following the Mexican-American War there were present on the frontiers of Texas and Mexico many factors that tended to create disturbances. The topography of the country, the sparsity and general character of its population, the lack of an extradition treaty and of sufficient national authority, wild Indians of uncertain abode, the Mexican tariff system, all caused friction and gave encouragement to lawlessness which not only retarded the development of the region but often threatened to interrupt friendly relations between the two republics.
