B. JONES, ESQ.<br \/>\n&#8220;Sir:\u2014You will not issue passports except to persons going to the camps near Richmond.<br \/>\n&#8220;Passports elsewhere will be granted by Brig.-Gen. Winder.<\/div>\n<div style=\"text-align: right;\">&#8220;Respectfully,<br \/>\n&#8220;GEO. W.
