Houston. This course has been pursued only upon positive assurances from Washington that a Federal force adequate to the task will be maintained hereafter on the Mexican frontier. Such being the case, Governor Houston has acted wisely; but the &#8220;powers that be&#8221; have had a very plain intimation, that if they prove direlect \u00a0to their promise, Old Sam will put the train through on his own responsibility.
